Synopsis
Misuzu Moritani has the ability to stop time for 3 minutes a day, which she uses to observe the people around her. One day she decides to observe the panties of Haruka Murakami, a well-liked and beautiful classmate of hers. However, she soon finds herself in a difficult situation when Haruka turns out to be immune to her time-stopping power and catches her in the act.
Background
Frag Time is a sci-fi, slice-of-life, romance, yuri, school OVA based on the manga of the same title by Sato. The manga was published on Akita Shoten’s “Champion Tap!” now known as “Manga Cross” from 2013-2014. Akita Shoten has also compiled it into two volumes. The staff includes director Takuya Sato, character designer Tomoko Sudo, prop designer Seiji Nishimoto, color designer Hiroshi Iwaida, art director Takashi Honda, director of photography Tsuyoshi Kuchiba, editor Masahiro Goto, music composer Rionos, and art setters Takashi Honda, Masahiro Sato, and Hidefumi Kimura. The anime is being produced by Tear-Studio. The opening theme song will be a cover of the 2001 song "Fragile" by the pop group Every Little Thing, performed by the leads Miku Ito and Yume Miyamoto as their respective characters. The OVA will be released in Japan in November 2019.

Misuzu Moritani (Voiced by: Miku Itou)
Misuzu Moritani is a high school girl who has the ability to stop time for 3 minutes a day. She has a crush on Haruka Murakami.
Haruka Murakami (Voiced by: Yume Miyamoto)
Haruka Murakami is a fellow classmate of Misuzu. She is beautiful and well-liked by her peers. She is also the only person who can move when Misuzu stops time. After discovering her secret, she starts making various requests of Misuzu.
Yukari Kobayashi (Voiced by: Chika Anzai)
A classmate of Misuzu and Haruka, Yukari has a flat attitude to everyone and talks openly with Misuzu, who is bad at talking with others.
