Although I cannot read Japanese it seems as though these cookies are part of a company promotion to benefit the Australian Koala Foundation (savethekoala.com as per the side of the box), and hence the design. Each cookie has an image of a koala in different kinds of poses or activities such as knitting, wearing a kimono, eating ramen, etc., and there seemed to be a lot of them as I did not get any duplicate designs.
